10The Federal Long Term Care Insurance Program Turns
Is there any hope for government-sponsored long-term
care insurance in this country? The Federal Long Term Care
Insurance Program, which this year celebrates its first decade
of successful operation, may lead the way.
THIS yEAR MARkS THE 10 T H ANNIVERSARy of the first enrollment in the Federal Long Term Care Insurance Pro- gram (FLTCIP). Established on a bipartisan basis and signed into law by President Bill Clinton in September 2000 as the Long Term Care Secu- rity Act of 2000, the FLTCIP is a singular achievement in a landscape
of failed efforts to expand coverage of long-term care in this country.
