Insurance Program, which this year celebrates its first decade
of successful operation, may lead the way.

Established on a bipartisan basis and signed into law by President Bill Clinton in September 2000 as the Long Term Care Secu- rity Act of 2000, the FLTCIP is a singular achievement in a landscape
of failed efforts to expand coverage of long-term care in this country.
